What happens

    Define consequential work

    Identify the work, decisions, transitions, or operating conditions for which capacity must be understood.

    Map roles and dependencies

    Connect responsibility, authority, knowledge, skills, workload, and coverage to the work being examined.

    Examine capacity conditions

    Identify concentrated knowledge, uncovered authority, overload, weak substitution, adaptation constraints, and existing strengths.

  4. 04
    Test the supporting evidence

    Keep documented conditions, participant statements, inconsistencies, and missing records distinguishable.

  5. 05
    Prepare decision visibility

    Organize findings, priorities, dependencies, and preconditions for accountable organizational action.

What it cannot establish

  • The assessment is not an employee rating, clinical evaluation, legal employment review, compensation study, or guarantee of workforce performance.
  • It does not by itself establish that a person should be hired, promoted, disciplined, reassigned, or separated.
  • Capacity findings are bounded by the scope, participants, records, and operating conditions examined.

Human judgment and authority

Authorized leaders, participants, analysts, and release authorities remain responsible for interpretation, procedural fairness, specialist review, and every consequential people or operating decision.

Organizational capacity is context-dependent. A condition observed in one scope or period should not be generalized beyond the supporting record.
